This retaliation was for the Israeli air attack on an Iranian diplomatic building in Damascus, Syria on 1st April, an annex of the Iranian Embassy itself. By the Vienna Convention, embassy buildings are regarded throughout the world as being part of the territory of the state the embassy serves.
